field--label-hidden\">Advance Fee Fraud<\/h2><\/div><div class=\"block block-layout-builder block-field-blocknodearticlebody block-title-\"><div class=\"field field--name-body field--type-text-with-summary field--label-hidden field__item\"><p>Advance fee frauds ask investors to pay a fee\u00a0up front \u2013 in advance of receiving any proceeds, money, stock, or warrants \u2013 in order for the deal to go through. The advance payment may be described as a fee, tax, commission, or incidental expense that will be repaid later. Some advance fee schemes target investors who already purchased underperforming securities and offer to sell those securities if an \u201cadvance fee\u201d is paid, or target investors who have already lost money in investment schemes. Fraudsters often direct investors to wire advance fees to escrow agents or lawyers to give investors comfort and to lend an air of legitimacy to their schemes.\u00a0Fraudsters also may try to fool investors with official-sounding websites and e-mail addresses.\u00a0<\/p><p>Advance fee frauds may involve the sale of products or services, the offering of investments, lottery winnings, found money, or many other so-called opportunities.\u00a0Fraudsters carrying out advance fee schemes may:<\/p><ul><li>Offer common financial instruments such as bank guarantees, old government or corporate bonds, medium or long term notes, stand-by letters of credit, blocked funds programs, \u201cfresh cut\u201d or \u201cseasoned\u201d paper, and proofs of funds;<\/li><li>Offer to find financing arrangements for clients who pay a \u201cfinder\u2019s fee\u201d in advance; or<\/li><li>Pose as legitimate U.S. brokers or firms and offer to help investors recover their stock market losses by exchanging worthless stock, but requiring investors to pay an upfront \u201csecurity deposit\u201d or post an \u201cinsurance\u201d or \u201cperformance bond.\u201d<\/li><\/ul><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div id=\"e-n-tab-content-2559053502\" role=\"tabpanel\" field--label-hidden\">Binary Options Fraud<\/h2><\/div><p>Much of the binary options market operates through Internet-based trading platforms that are not necessarily complying with applicable U.S. regulatory requirements and may be engaging in illegal activity.\u00a0\u00a0<em><strong>Investors should be aware of fraudulent promotion schemes involving binary options and binary options trading platforms.<\/strong><\/em><\/p><p><em><strong>What is a Binary Option?<\/strong><\/em><\/p><p>A binary option is a type of options contract in which the payout depends entirely on the outcome of a yes\/no proposition and typically relates to whether the price of a particular asset will rise above or fall below a specified amount. \u00a0Once the option is acquired, there is no further decision for the holder to make regarding the exercise of the binary option because binary options exercise automatically. \u00a0Unlike other types of options, a binary option does not give the holder the right to buy or sell the specified asset. \u00a0When the binary option expires, the option holder receives either a pre-determined amount of cash or nothing at all.<\/p><p><em><strong><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/www.investor.gov\/sites\/investorgov\/files\/Binary-options-web-400.jpg\" alt=\"What should you know about binary options image\" class=\"lazyload\" \/><\/strong><\/em><\/p><p><em><strong>Investor Complaints Relating To Fraudulent Binary Options Trading Platforms<\/strong><\/em><\/p><p>The SEC has received numerous complaints of fraud associated with websites that offer an opportunity to buy or trade binary options through Internet-based trading platforms. \u00a0The complaints fall into at least three categories:<\/p><ol><li><strong>Refusal to credit customer accounts or reimburse funds to customers<\/strong><\/li><\/ol><p>These complaints typically involve customers who have deposited money into their binary options trading account and who are then encouraged by \u201cbrokers\u201d over the telephone to deposit additional funds into the customer account. \u00a0When customers later attempt to withdraw their original deposit or the return they have been promised, the trading platforms allegedly cancel customers\u2019 withdrawal requests, refuse to credit their accounts, or ignore their telephone calls and emails.<\/p><ol><li value=\"2\"><strong>Identity theft<\/strong><\/li><\/ol><p>These complaints allege that certain Internet-based binary options trading platforms may be collecting customer information (including copies of customers\u2019 credit cards, passports, and driver\u2019s licenses) for unspecified uses. \u00a0Do not provide personal data.<\/p><ol><li value=\"3\"><strong>Manipulation of software to generate losing trades<\/strong><\/li><\/ol><p>These complaints allege that the\u00a0Internet-based binary options trading platforms manipulate the trading software to distort binary options prices and payouts. \u00a0For example, when a customer\u2019s trade is \u201cwinning,\u201d the countdown to expiration is extended arbitrarily until the trade becomes a loss.<\/p><p><strong>Beware of Overstated Investment Returns for Binary Options<\/strong><\/p><p>Additionally, some binary options Internet-based trading platforms may overstate the average return on investment by advertising a higher average return on investment than a customer should expect, given the payout structure.<\/p><p>For example, a customer may be asked to pay $50 for a binary option contract that promises a 50% return if the stock price of XYZ company is above $5 per share when the option expires.\u00a0 Assuming a 50\/50 chance of winning, the payout structure has been designed in such a way that the expected return on investment is actually\u00a0<strong>negative<\/strong>, resulting in a\u00a0<strong>net loss<\/strong>\u00a0to the customer. \u00a0This is because the consequence if the option expires out of the money (approximately a 100% loss) significantly outweighs the payout if the option expires in the money (approximately a 50% gain). \u00a0In this example, an investor could expect &#8212; on average &#8212; to lose money.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div id=\"e-n-tab-content-2559053503\" role=\"tabpanel\" aria-labelledby=\"e-n-tab-title-2559053503\" data-tab-index=\"3\" style=\"--n-tabs-title-order: 3;\" class=\" elementor-element elementor-element-1a32c80 e-con-full e-flex e-con e-child\" data-id=\"1a32c80\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t<div class=\"elementor-element elementor-element-4a1ff33 e-flex e-con-boxed e-con e-child\" data-id=\"4a1ff33\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-a08905e elementor-widget elementor-widget-text-editor\" data-id=\"a08905e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"block block-ctools-block block-entity-fieldnodetitle block-title-title\"><h2 class=\"field field--name-title field--type-string field--label-hidden\">High-Yield Investment Programs<\/h2><\/div><div class=\"block block-layout-builder block-field-blocknodearticlebody block-title-\"><div class=\"field field--name-body field--type-text-with-summary field--label-hidden field__item\"><p>The Internet is awash in so-called \u201chigh-yield investment programs\u201d or \u201cHYIPs.\u201d These are unregistered investments typically run by unlicensed individuals \u2013 and they are often frauds. The hallmark of an HYIP scam is the promise of incredible returns at little or no risk to the investor. A HYIP website might promise annual (or even monthly, weekly, or daily!) returns of 30 or 40 percent \u2013 or more. Some of these scams may use the term \u201cprime bank\u201d program.<strong><em>\u00a0If you are approached online to invest in one of these, you should exercise extreme caution &#8211; it is likely a fraud.<\/em><\/strong><\/p><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div id=\"e-n-tab-content-2559053504\" role=\"tabpanel\" aria-labelledby=\"e-n-tab-title-2559053504\" data-tab-index=\"4\" style=\"--n-tabs-title-order: 4;\" class=\" elementor-element elementor-element-27c8da1 e-con-full e-flex e-con e-child\" data-id=\"27c8da1\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t<div class=\"elementor-element elementor-element-fe2ab8a e-flex e-con-boxed e-con e-child\" data-id=\"fe2ab8a\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-63bfedb elementor-widget elementor-widget-text-editor\" data-id=\"63bfedb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"block block-ctools-block block-entity-fieldnodetitle block-title-title\"><div class=\"block block-ctools-block block-entity-fieldnodetitle block-title-title\"><h2 class=\"field field--name-title field--type-string field--label-hidden\">Impersonation Schemes<\/h2><\/div><div class=\"block block-layout-builder block-field-blocknodearticlebody block-title-\"><div class=\"field field--name-body field--type-text-with-summary field--label-hidden field__item\"><p>Fraudsters often impersonate organizations or individuals to lure victims into scams. They may impersonate government agencies or employees, or legitimate investment professionals like\u00a0brokers\u00a0and\u00a0investment advisers. Impersonators may be part of an\u00a0advance fee\u00a0scam, or may use personal information they obtain to steal an individual\u2019s identity or misappropriate their financial assets. Investors should be aware of these impersonation schemes:<\/p><h2 class=\"text--alt--lg\">Fraudsters may impersonate the SEC.<\/h2><p>Communications \u2013 including phone calls, voicemails, text messages, messages via social media, emails, letters, and certificates \u2013 may falsely appear to be from the SEC. Be skeptical if you are contacted by someone claiming to be from the SEC asking about your shareholdings, account numbers, PIN numbers, passwords, digital addresses, or other information that may be used to access your financial accounts. It may be part of a\u00a0scam to compromise your investment, financial, or other personal accounts.\u00a0<strong><em>If you receive a communication that appears to be from the SEC, do not provide any personal information until you have verified that you are dealing with someone from the SEC, and not an impersonator<\/em><\/strong>.\u00a0<\/p><div class=\"igovBox\"><strong>How can I confirm that I am dealing with the SEC?<\/strong>\u00a0If you are contacted by someone claiming to be from the SEC, use the SEC\u2019s personnel locator at (202) 551-6000 to reach the staff member directly to confirm that the communication is genuine. You can also call (800) SEC-0330 or email\u00a0<span class=\"extlink-nobreak\">help@SEC.gov<\/span>\u00a0to check if a communication is from the SEC.<\/div><p>If you receive a communication that falsely appears to be from the SEC,\u00a0submit an Investor Complaint Form\u00a0to the SEC. \u00a0If you have lost money in a scheme involving SEC impersonation, submit a complaint at\u00a0www.sec.gov\/oig\u00a0to the SEC\u2019s Office of Inspector General (\u201cOIG\u201d) or call the OIG\u2019s toll-free hotline at (833) SEC-OIG1 (732-6441). \u00a0<\/p><h2 class=\"text--alt--lg\">Fraudsters may impersonate registered brokers or investment advisers.<\/h2><p>Fraudsters may set up an account name, profile, or handle designed to mimic a particular individual or firm. They may create a webpage that uses the real firm\u2019s logo, links to the firm\u2019s actual website, or references the name of an actual person who works for the firm. Fraudsters also may direct investors to an imposter website by posting comments in the social media account of brokers, investment advisers, or other sources of market information.<\/p><p>Verify that you are communicating with an investment professional and not an imposter. For example, contact the professional using a phone number or website listed in the firm\u2019s Client Relationship Summary (Form CRS). Some scammers pay people to post fake online reviews or appear in videos falsely claiming they got rich from an investment. Scam artists often tell their victims that this is a once-in-a-lifetime offer and it will be gone tomorrow. But resist the pressure to invest quickly and take the time you need to investigate before sending money.<\/p><p><strong>Reciprocity.<\/strong>\u00a0Fraudsters often try to lure investors through free investment seminars, figuring if they do a small favor for you, such as supplying a free lunch, you will do a big favor for them and invest in their product.
